Increase minimum deposit to 1000 SCRT & minimum expedited deposit to 2500 SCRT

This proposal aims to implement the parameter change originally proposed in proposal #144. Proposal #144 was not succesfully implemented due to the new expedited deposit (implemented in v1.7) being lower (750 SCRT) than the intended normal deposit (1000 SCRT). Therefore this proposal includes an increased expedited deposit (2500 SCRT) in addition to an increased deposit (1000 SCRT).

Vote Yes to increase the deposit to 1000 SCRT and the expedited deposit to 2500 SCRT. Vote No to keep the deposit at 100 SCRT and the expedited deposit at 750 SCRT.
