Modification to Downtime Slashing

This proposal is to change the current 1% slashing fee for downtime to 0.01%.

This is being proposed in an attempt to mitigate the impact of downtime slashing on smaller validators, delegators, and node runners, in general, to further encourage the decentralization of stake.
