Set secretfoundationtax parameter to 0% - This disables funding of the terra builders fund and Secret Agency

Following the temporary allocation of a 4% Staking tax to Secret Agency DAO (Proposal 127) - and removal of this tax from the Secret Foundation - and a temporary allocation of a 6% staking tax to the Terra builders fund (proposal 98) the community has voiced their willingness to remove this perpetual funding mechanism from atleast the Agency. Alongside of that discussion - As held on the forums in post: https://forum.scrt.network/t/secret-agency-tax-rate-0-proposal-temporary-funding-via-leftover-resources/6927 - Scrt Labs and the community stated willingness to deprecate the Terra builders fund 2 months early. \n This proposal will set the secretfoundationtax parameter to 0% from 10%, hereby removing the Temporary funding allocation for Secret Agency and the Temporary allocation of the Terra builders fund, adhering to the timeline stated in both proposals that intiated this allocation. \n NOTE: Allowance for the agency to spend their leftover Tax gained funds will be decided upon with a separate signalling proposal coming next week. \n After closing of this proposal people will see the staking return for SCRT increase as no SCRT coming from inflation will be going to individual addresses anymore. This SCRT will distibuted amongst the total staked supply instead.
