DeFi Readiness Network Upgrade (Codename: Ferenginar)

This proposal intends to upgrade Secret Network’s CosmWasm module. Currently, our CosmWasm module does not support calling contracts that were instantiated during the same transaction, which is a very common DeFi design pattern.

Should this proposal pass, the following changes will occur:

• A new binary will be distributed
• New code: https://github.com/enigmampc/SecretNetwork/pull/686
• All validators and node will have to upgrade before December 23rd, 2020 at 23:59:59 UTC
• Upgrade instructions: https://github.com/enigmampc/SecretNetwork/blob/master/docs/upgrade-defi-readiness.md (Will be finalized before December 17th, 2020)

It is important to note that while this starts as a soft-fork, it will over time develop into a hard fork, so it is crucial for all validators to upgrade ASAP. Once 67% of the network is upgraded, the fix would go into effect and outdated nodes may be excluded due to consensus failure.

This proposal will not modify the network in any way by itself. It is merely used as a basis for coordination, and signaling an approval for.
