Implementing an on-chain minimum gas fee of 0.1 uSCRT

We propose that we implement a minimum gas fee of 0.1 uSCRT/gas, that enforces every validator and node to adhere to a min-gas fee of 0.1 uSCRT. The following two things will be done if this proposal passes:

We set the the min-gas fee in the future on-chain parameter to 0.1 uSCRT, which we will soft enforce until the approved (see here: https://forum.scrt.network/t/signal-proposal-burn-fee-min-fee-param-addition/7002) on-chain parameter is implemented.

We also propose to ask the wallets to adjust the fee structure to the following:

Low: 0.1 uSCRT; Med: 0.25 uSCRT; High: 0.5 uSCRT.

In the interim, if this proposal passes, we can enforce this min-gas fee via the Community API cluster, secret.express, and via the validator nodes to soft enforce the minimum gas fee of 0.1 uSCRT even before the on-chain parameter exists.
