Stargate and IBC Upgrade Signaling Proposal B

This is a signalling proposal marking the date of the long awaited Supernova upgrade, which upgrades the version of Cosmos SDK used in the network from 0.38 to 0.44, brings support for IBC, as well as many performance improvements.

Should this proposal pass, the following changes will occur:

• The state will be exported from secret-1 at 15:00 UTC 2021-11-10 (exact block height TBD)
• New Chain ID: secret-4
• Coordination channel - the validator's telegram channel as well as on discord at chat.scrt.network
• Upgrade instructions: github.com (Will be finalized before November 10th)
• In case of a network-wide upgrade failure to secret-4, we're going to relaunch secret-3 from the same block the previous chain was halted at, as specified in the upgrade instructions above, at the last section (“In case of an upgrade failure”).
