Burn ENG for SCRT Budget Allocation

This proposal is merely intended to allocate funds to efficiently pay out the parties doing work for the approved proposal 4, otherwise referred to as “Burn ENG for SCRT!”.

This allocation is needed at this stage to ensure we can continue making progress with our shared goals. we will keep the community updated as we progress.
